روابط عمومی،پلارتباطی یا پل اسقاطی
وقتي به تعاريف روابط عمومي مراجعه مي كنيم اكثر قريب به اتفاق روابط عمومي را پل ارتباطي مي دانند كه به عنوان يك واسطه اثر گذار ،درون و بيرون يك سازمان را به هم مرتبط مي سازد،كه در واقع سعي مي نمايد در قالب يك تلاش برنامه ريزي شده و هوشمندانه سازمان و مخاطبان را در يك كنش و واكنش متقابل به يك نقطه تعاملي ،تفاهمي و مشاركتي نزديك سازد. شايد اين تعريف دلنشين كه به عنوان يكي از وظايف اساسي و اصلي روابط عمومي مطرح مي گردد و از دل آن مفاهيمي ا زقبيل ايجاد و برقراري ارتباط و اطلاع رساني استنباط مي شود،تا حدودي موجب آرامش خاطر كساني را فراهم سازد كه در چرخه درون و بيرون نظام اداري قرار دارند و از طرف ديگر به نوعي يك انتظار را در سطح درون و بيرون سازمان ايجاد نمايد كه مخاطبان خواه در خارج سازمان وجود داشته باشند يا در داخل سا زمان از اين پل براي رسيدن به اهداف و خواسته هاي معقول و منطقي خود استفاده نمايند و به نحوي نيازهاي اطلاعاتي و ارتباطي خود را در چارچوب و ضوابط تعين شده سازماني بر آورده سازند ،اما تحقق اين مطلب از دو زاويه قابل بررسي است، يكي مقوله قابليت روابط عمومي ونكته ديگر مقوله عامليت روابط عمومي است،تا با اتكاءبه اين دو اصل بتوان به پل ارتباطي بودن روابط عمومي در مفهوم علمي و دقيق آن رسيد،ضمن آنكه بايد خاطر نشان ساخت عامليت و قابليت در روابط عمومي به عنوان دو محور اساسي در گردش چرخهاي فعاليت روابط عمومي محسوب مي گردند و در واقع بدون حضور يكي از اين محور امكان موفقيت روابط عمومي ها ميسر نخواهد بود و به نوعي، به جاي آنكه روابط عمومي تبديل به پل ارتباطي مناسب براي تسهيل و تسريع روابط تفاهمي و تعاملي گردد، به يك معبر اسقاطي كه هر لحظه امكان فرو ريختن آن مي باشد و يا اينكه به مرور، به واسطه عدم اقبال عمومي ،تبديل به راه متروكه و غير قابل استفاده خواهد شد،مي شود،
چنانكه درحال حاضر اين مشكل متوجه روابط عمومي ها گرديده و نتوانسته اند در روابط اجتماعي و سازماني به عنوان يك پل مطمئن ،محكم و مناسب براي مخاطبان سازماني محسوب گردند و به عبارت ديگر هنوز مردم از اين نهاد اجتماعي نتوانسته اند بدرستي استفاده نمايند ،بنابراين آنچه كه از آن به عنوان پايه هاي پل ارتباطي تعبير كرده ايم، در مفهوم قابليت و عامليت روابط عمومي متصور مي گردد مشروط بر اينكه بتوانيم شرايط را براي عينيت بخشي به مسائل ذهني در قلمرو روابط عمومي فراهم سازيم.
اما آنچه كه به عنوان قابليت روابط عمومي مي توان فهرست واربه آن اشاره كرد عبارتند از : 1-نيروي انساني متخصص،آگاه و آشنا به روابط عمومي باتحصيلات دانشگاهي مرتبط و داراي تجارب مفيد 2-استفاده از ابزار و سازو كارهاي جديدو تكنولوژي و فناوري روز 3-حضور مدير روابط عمومي قوي ،كارآمد و مسلط به امور 4-استفاده از فنون و روش هاي جديد در عرصه ارتباطات و اطلاع رساني 5-ايجاد شرايط محيطي مناسب و مطلوب 6-اجراي سيستم هاي مديريتي نوين در عرصه روابط عمومي 7-ارتباط با رسانه هاي ارتباط جمعي ،خبرگزاريها.صداو سيما ،جرايد كثير الانتشاروسايت هاي اينتر نتي 8-امكان برقراري ارتباطات صحيح اصولي بر اساس تفاهم،تعامل و مشاركت بامخاطبان درون و برون سازماني 9-امكان اطلاع رساني و ارتقاءبخشي آگاهي مخاطبان و رفع نياز هاي اطلاعاتي آنان 10-قدرت پاسخگوئي،شفاف سازي و تنوير افكار عمومي 11- قابليت مردم مداري ،مشتري مداري و تكريم ارباب رجوع 12-قدرت تسهيل ،تسريع وتصريح بخشي در سطح سازمان و بيرون از سازمان 13-قدرت فرهنگ سازي و تعميم مباحث و مسائل فرهنگي 14-عامل مديريت در بحران ،زمان ،بهبود كيفيت و كميت ،بهروري و سيستم هاي نظارتي 15-امكان سنجش افكار عمومي و اطلاع از خواسته ،انتظارات و د يدگاههاي مخاطبان درجهت تحقق امر مشتري 16-امكان آموزش عمومي به صورت آشكارا و پنهان ،مستقيم و غير مستقيم در سطح سازمان و جامعه ضمن آنكه در مبحث مربوط به مقوله عامليتي روابط عمومي مي توان به مواردي ازقبيل ذيل اشاره كرد: 1-اشراف وآگاهي مديران ارشد سازمان ها نسبت به روابط عمومي و فلسفه وجودي آن 2- درنظر گرفتن جايگاه سازماني مناسب براي روابط عمومي 3-حمايت جدي مادي و معنوي از روابط عمومي به صورت مستقيم و غير مستقيم 4- فراهم نمودن شرايط و محيط مناسب براي فعاليت علمي و اصولي روابط عمومي 5-ايجاد فرهنگ خود باوري در روابط عمومي 6-فراهم نمودن شرايط لازم براي به روز كردن اطلاعات و آگاهي در سطح روابط عمومي از طريق آموزش 7-سوق دادن روابط عمومي به كارهاي اساسي و جدي و دور كردن
آنان از كارهاي غير مرتبط و حاشيه اي 8-حذف هر گونه پارازيت و موانع اداري و انساني از سر راه روابط عمومي 9-تلاش مديريتي در همراه و همگام سازي سازمان با روابط عمومي بنابراين اگر به موارد اشاره شده با تعمق و دقت توجه نمائيم در خواهيم يافت كه اكثر روابط عمومي هاي ايران فاقد شرايط لازم مي باشند و در واقع به واسطه فقدان شرايط نتوانسته اند موفقيتي كسب نمايند،زيرا اين عدم توفيق يا ناشي از مشكلات قابليتي است و يا بواسطه مشكلات عامليتي،و اين عوامل موجب گرديده كه روابط عمومي ها نتوانند پل ارتباطي محكم و مناسب در نزد مردم محسوب گردندودر بيشتر مواقع بواسطه نگاه ابزاري كه از سوي مسئولين نسبت به اين نهاد اجتماعي اعمال مي گردد، جنبه موقتي پيداكرده است و متاسفانه روابط عمومي ها نيز در اين كش و قوس با اين شرايط خو گرفته اند و عادت كرده اند كه طبعا خروج از عادت مالوفه كاري مشكل و امري بسيار دشواراست.
