ملاک موفقیت دستگاههای دولتی در اجرای طرح تکذیم ارباب رجوع
پس از تهيه ،تصويب و ابلاغ بخشنامه طرح تكريم ارباب رجوع از سوي سازمان مديريت و برنامه ريزي به وزارتخانه ها و سازمانهاي دولتي ،اين حركت در سطح وزراتخانه و سازمانها ايجاد گرديد تا در استقبال از اين بخشنامه و در راستاي كرامت انساني و تكريم ارباب رجوع و خدمات رساني صحيح و اصولي و پاسخگوئي سريع و صريح به مراجعه گنندگان ،برنامه هاي را جهت اجراءتدوين نمايند .و اين در حالي است كه در اكثر وزارتخانه ها و سازمانها، مسئو ليت مستقيم اين موضوع و سياست گذاري و برنامه ريزي آن به معاونت هاي اداري و پشتيباني تفويض گرديد و عملا حضور روابط عمومي به عنوان عامل تصميم سازي و تصميم گيري در اين امر مهم به شدت كم رنگ بوده و تنها در سطح يك مجري و فرمانبر قلمداد گرديده است و شايد اين مقوله ريشه در عدم درك واقعي از فلسفه وجودي روابط عمومي از سوي مديران ارشد سازمانها و يا اينكه ناشي از عدم اعتماد مسئولين به توان علمي و عملي روابط عمومي و يا نا ديده انگاشتن جايگاه قانوني روابط عمومي مي توان به حساب آورد .اما با همه اين تفاسير اينكه تا چه ميزان روابط عمومي هاي سازمانها در اجراي اين برنامه و در پياده سازي بخشنامه ابلاغي موفق بوده اند،امري است مجزا كه در جاي خود قابل بحث و بررسي است .ولي نكته اي كه در اين ميان مطرح است اخباري است كه از سوي جرايد كثير الانتشار در خصوص توفيق دستگاههاي اداري و موفقيت شان دراجراي طرح تكريم ارباب رجوع منعكس مي گردد،مي باشد و سئوالي كه در اينجا مطرح است اينكه ملاك و ضابطه انتخاب يكدستگاه اداري در توفيق اجراي طرح تكريم ارباب رجوع چيست؟ وچگونه يك سازمان و نهادي در اجراي وظايف و تعهدات قانوني و اداري در قبال ارباب رجوع اداي تكليف نموده است كه به عنوان سازمان موفق قلمداد گرديده و معرفي شده است؟،كه در واقع موضوعي است كه به دقت روشن نشده است؟ ضمن آنكه بايد خاطر نشان ساخت پرداختن به اين مقوله دليلي بر انكار زحمات انجام گرفته شده، در كاربردي و عملي كردن بحث تكريم ارباب رجوع نيست بلكه هدف از طرح اين موضوع روشن سازي نحوه و ملاك شناسائي وانتخاب دستگاهها و سازمانهاي اداري است كه در سال پاسخگوئي بيشترين توفيق رادر راه انجام وظايف قانوني و خدمات رساني به ارباب رجوع كسب كرده اند.
اما نكته كه قبل از پرداختن به اين موضع به عنوان پيش نياز مي بايد مورد تامل و تعمق قرار گيرد. اينكه در حال حاضر درعرصه مديريتي، برنامه ريزي، انجام كارهاي اداري، اجراي تكاليف و وظايف قانوني، نوع و نحوه خدمات دهي و خدمات رساني، تسريع و تسهيل در كارها، پاسخگوئي و شفاف سازي، مشتري مداري و تكريم ارباب رجوع در كجا قرار گرفته ايم؟ و داراي چه رتبه و جايگاهي هستيم،و به عبارت ديگر استانداردهاي جهاني چيست تا بتوانيم در مقايسه با آن خود را محك بزنيم ، و يا اينكه در چارچوب و ضوابط اداري وسازماني با توجه به وظايف تعريف و تعيين شده، براي شروع، انجام و اتمام هر كاري كه بتوانيم در بهترين سطح كمي و كيفي به انجام برسانيم و ضمن انجام وظيفه ،رضايتمندي مراجعه گنندگان و خدمات گيرندگان را جلب كنيم ،نياز به چه ميزان زمان مي باشد؟ و از طرف ديگر در نظام اداري و اجتماعي چه تعريفي از رضايتمندي بيان گرديده است و اساسا با اتكاء به شاخص هاي تعريف شده تا چه ميزان توانسته ايم انتظارات معقول و منطقي مخاطبان سازماني را به عنوان يك حق قانوني بر آورده سازيم.
ضمن آنكه در راستاي تنوير افكار عمومي و اطلاع رساني صحيح و اصولي تا چه ميزان توانسته ايم به طرح و تبيين مسائل ياد شده بپردازيم و واقع بينانه وصادقانه تصوير درست و مناسب از شرايط فعلي توام با نگاهي مقايسه اي به افكار عمومي ارائه دهيم.تا آنان با دستيابي به اين دانسته ها و اطلاعات حقوق فردي و اجتماعي خود را مطالبه نمايند .
پرواضح است اگر بتوانيم به اين سئوالات پاسخ درست دهيم و براساس پاسخ حاصله، شرايط و جايگاه خود را مشخص سازيم آنگاه مي توانيم يك دستگاه اداري را در اجراي طرح تكريم (ارباب رجوع) به عنوان يك وظيفه اداي و سازماني مورد بررسي قرار دهيم و توفيق يا عدم توفيق آن را مشخص سازيم، زيرا هماهنگونه كه تكريم ارباب رجوع به عنوان يك امر جدي و مهم مي بايد در سطح وزارتخانه ها و سازمانها و نهادها اجراء گردد. مهمتر و جدي تر از آن بستر سازي و آماده نمودن شرايط براي اجراء تحقق اين اصل اساسي و مهم است. و در واقع بدون فراهم نمودن محيط و لحاظ كردن شاخصه هاي علمي و عملي انتظار تحقق واقعي تكريم كمي غير منطقي است ، ضمن آنكه با محدود ساختن تكريم و كرامت انساني در قالب چند كار معمولي وپيش پا افتاده و با بكارگيري الفاظ مودبانه و محبت آميز از سوي كاركنان در روياروي با مراجعه كنندگان كه به عنوان ملاكي براي انتخاب دستگاه اداي درتوفيق اجراي اين طرح، محسوب مي گردد. نادرست و قابل اتكاء نمي باشد. و در واقع بيانگر سطحي نگري و عدم درك صحيح از تكريم ارباب رجوع است.بلكه همانگونه كه در سايه همت پويا و تلاشگرانه اجراي طرح تكريم به عنوان يك خلاءو نياز اداري و اجتماعي در تحقق حقوق انساني مطرح گرديد ،مي بايد در همين راستا پا را فراتر گذاشته و اصولي تر و علمي تر در اين وا دي حركت كنيم.و با كاري اساسي و زير بنائي حق مطلب را بجا آوريم.

امروز در روابط عمومی وقت کَمی کار کردن نیست بلکه وقت ارائه کارهای کیفی و تأثیر گذار است
با هدف ارتقاء دانش علمی و عملی مدیران روابط عمومی استان کرمان و به انگیزه بهره بری از محضر اساتید برجسته علوم ارتباطات، اولین سمینار آموزشی روابط عمومی های استان در سال 85 با عنوان مدیریت بحران (روابط عمومی در بحران) با حضور دکتر داوود زارعیان و استاد حمید شکری از اساتید انجمن متخصصان روابط عمومی و به مدت دو روز در تالار برق کرمان برگزار شد.
در مراسم افتتاحیه این سمینار آموزشی دکتر زارعیان رئیس انجمن متخصصان روابط عمومی با اشاره به ارتقاء سطح کیفی روابط عمومی ها نسبت به گذشته گفت: امروز در روابط عمومی وقت کمی کار کردن نیست بلکه وقت ارائه کارهای با کیفیت و تأثیر گذار است.
وی افزود: وقت ارائه تعداد و آمار دادن گذشته است و زمان زمان آن است که بیندیشیم و ببینیم که کار ما چه تاثیری بر مخاطبان داشته است.
دکتر زارعیان افزود: امروز کار در روابط عمومی بسیار دشوار و در آینده دشوار تر است و اگر خودمان را آموزش ندهیم و مجرب و کارآزموده نکنیم به زودی شکست خورده و از صحنه بیرون می رویم.
رئیس انجمن متخصصان روابط عمومی کشور، صفات روابط عمومی نوین را پاسخگو بودن، تحلیل گر، مشاور، اهل مذاکره، کارآزموده، خلاق و مدیر در بحران دانست و داشتن برنامه، آشنایی و استفاده از رسانه های جدید، تنظیم ساختار و حضور چشمگیر و همه جانبه در برنامه ها را از ضروریات کار یک روابط عمومی کارآمد برشمرد.
در ادامه این مراسم غلامرضایی مشاور استاندار و رئیس انجمن روابط عمومی در بحث بحران گفت: بحران ها چند دسته اند و بعضی از آنها مانند بلایای طبیعی می باشند که با مقاوم سازی، سد سازی و طرح های آبخیزداری می توان در زمان وقوع، از آن ایمن شد و بعضی دیگر بر مسائل اجتماعی، سیاسی، بهداشتی و ... برمی گردد.
وی افزود: اگر از انواع بحران ها بگذریم، مدیریت بر بحران علم و فنی است که نیاز به آموزش دارد تا شخص بتواند بر بحران و اتفاق به وجود آمده، مدیریت کرده و آن را کنترل کند.
غلامرضایی اظهار داشت: از آنجایی که یکی از وظایف مدیران روابط عمومی مدیریت بحران می باشد ما اولین سمینار آموزشی روابط عمومی در سال 85 را با عنوان مدیریت بحران برگزار می کنیم و ان شاء ا... هر ماه یک سمینار آموزشی متناسب با نیاز و درخواست مدیران روابط عمومی برگزار خواهیم کرد.
